Common entrance test to IITs, IIITs, NITs from 2013

New Delhi: A common national test for admission to engineering courses across the country that takes into account Class XII board exam marks will be introduced from 2013. All aspirants will have to
give two exams — JEE main and JEE advanced — to be held on the same day.
The aspirant’s set of scores will decide whether he or she will be eligible for admission to the premier Indian Institutes of Technology (IIT), centrally funded institutions like NITs or IIITs or state-funded institutions.
For admission to IITs, students will be shortlisted on the basis of their cumulative score for Class XII and the main test (50% weightage each). Class XII marks will be standardized on percentile basis by a formula worked out by the Indian Statistical Institute. The merit list will be decided on the candidate’s performance in the advance test. For students who have appeared for Class XII board in 2012, the council has decided that they may be allowed to sit for the board exam again if they would like to improve their performance. CBSE and state boards will be asked to make appropriate arrangements.
The decision, after two years of consultations and deliberations, was taken at a meeting with the joint councils of IITs, NITs and IIITs. The All-India IIT Federation has submitted a dissent note at the meeting continuing with their insistence that the exam be postponed till 2014 and Class XII be given a maximum of 40% weightage.

New Delhi: Union HRD minister Kapil Sibal on Monday admitted “resistance’’ from the IIT system to the government’s proposal to introduce a common entrance test for IITs, IIITs and NITs from the next academic year.
The minister pointed to two key concessions that have been made. The first demand of the IIT Senates and faculty federations was academic control, including paper-setting, evaluation and preparation of merit list over the exam. The faculty also wanted that main exam scores be used in addition to the board exam to shortlist eligible students.
In turn, Sibal has managed to get the IIT Council to agree to the introduction of the common entrance test next year itself. The minister added that states like Haryana, Maharashtra and Gujarat had already agreed to adopt the new format.
An education ministers’ meeting on June 5 will be crucial to gauge interest among states who will have the freedom to decide their own weightages within the format.
Stressing that this will reduce mental and financial burden among aspirants Sibal said the new system would ensure better results in school and cut down dependence on coaching institutes.
For admission to all the centrally funded institutes like NITs and IIITs, there would be 40% weightage for performance in Class XII (after normalisation of marks), 30% weightage for main test scores and 30% for the advanced test. Explaining the selection of candidates under the new format, IIT-Kanpur director Sanjay Dhande said results of advance test of only those students who have crossed the “barrier” of the 50% weightage to board marks and mains will be counted while preparing the merit list. PATTERN OF NEW ENTRANCE TEST

A joint entrance exam for undergraduate courses will be conducted in two parts: JEE main and JEE advanced
All students will give both the main and advanced tests on the same day
The Class XII board exam and the main exam will have 50:50 weightage which will be used by IITs for screening candidates
Only a fixed number of candidates (about 5 times the number of seats for admission to IITs or a pre-fixed cut-off) will be screened on the basis of merit of this cumulative score (Class XII and JEE main marks in the 50:50 ratio) and will be eligible for admission to the IITs
Two merit lists will be prepared, one for the IITs and the other for centrally funded institutions. The ranking for admission to IITs will be based entirely on performance in the JEE advanced exam
For all other centrally funded institutions, IIITs and NITs the weightage of the board exam will be 40%, along with 30% weightage for the main exam and 30% weightage for the advanced exam
The JEE main will be multiple choice, objective type questions. The modalities related to JEE advance test will be worked out. All academic matters, including paper setting, evaluation and preparation of merit list will be done by joint admission board, part of the IIT system
The IITs have approved shifting to the 40:30:30 system by 2015
Candidates will have three sets of scores. So, each state can choose to give appropriate weightage for admission to their institutions. This will ensure students do not have to give multiple tests
